No not at all. There are plenty of reasons for Muslim groups in a lot of countries to be concerned. But issuing non-binding fatwas that are the equivalent of judicial opinions is not going to do anything. Shias are not going to take any fatwa issued from al-Azhar University seriously. The Salafi's wouldn't either. Nor would any Sunni take a fatwa issued from Shia ayatollah's seriously. ISIS is a massive threat, but issuing fatwas will not do anything in a realistic way.
