I don't know if this is discrimination, any non believer can eat there, you just wouldn't qualify for the discount if you didn't pray.

I am sure these folks would be shocked to learn a shite ton of people had been taking advantage of the policy as well.

No it doesn't. Anyone can pray regardless of religion. You can bow your head and pray for people to frick off and leave you alone. You don't need to have religion for that. Besides, I think if you tell your prayer it won't come true, so you shouldn't have to say what you were praying for.
