The landowner has the control over the PRIVATE LAND. That's the way it's supposed to be.

My reference was to "they" as in the government has no control over private land. And there is no requirement for a private landowner to sign an easement.
I love how DU always gets brought into these discussions... and how they are never in the interest of hunters...
