But if you can't see that BH had a better spring and looked better in the spring game, I don't know what to tell you.
In fact, the coaches saw only Jennings for an entire spring and fall last year. Don't underestimate the value of that entire year with Cameron. Also during that year, Jennings beat out Rettig and Rivers.
One might legitimately wonder why Miles adds a qualifier when talking about Harris’s talent.

It doesn't matter if the fans are "writing off" Jennings. Both QBs will play a lot this season. Neither QB is good enough yet to hold on to the job the entire season.

Nobody is writing off jennings, it's just obvious that Harris is more talented and has a better rapport with the newcomers.

Because he's got talent and he bring something clearly different form Mett to the table. Rivers and Rettig were less talented molds of the Mett variety.

The qualifier is added because he wants healthy competition from both QBs to continue.
If he names one the starter, the other will immediately embrace his "Second String" role, whether he means to or not.
