Harry Reid not bringing bills to the floor for a vote?

Someone refresh me on "how a bill becomes a law". How does something pass the House and never get brought up for a vote in the Senate? Does it die in Senate committee or on Harry Reid's desk?

Reid's pandering and lies aside, I am most frustrated with him on this note. He has let numerous house bills die since republicans took it in 2010 and then he and Obama go on tirades about how the republicans don't do anything, when Reid stops them from seeing the light of day.
