It was pure sarcasm. My point was that we do need medical screenings of people entering this country.

I've never travelled to the US as a foreigner, but I have travelled pretty extensively in Africa. I had to have a yellow card showing that I was inoculated against certain things (malaria among them). I meant to say that I don't know what the protocols for a West African visiting here would be. I know flight crews that travel to that part of the world are trained to keep an eye out for symptons of certain diseases--Dengue fever, malaria, Ebola, and a few others (they all have similar early symptoms).
