Once the tolls are instituted, they funds still need to be administered properly.

Then let a private group build the bypass/loop and let the tolls go directly to them.

It is my understanding that in Texas, there are international companies (several Japanese) that build some of the major highways and then collect the tolls over the life of the road. Not sure if this LA has considered this or not.
