I think he was referring to a local gas tax and not a national tax.

Tollway makes the most sense. Anyone who travels I-10 through LA, especially truckers, would be in favor of a loop around Baton Rouge even if it was toll road.

Because since Huey Long, the population of this state has been told everything should be free (and/or paid for my someone else).

Perfect example - Sunshine Bridge. Use to be a toll bridge - 1st to pay for it, then to maintain it. Local pol thought he'd curry favor with his constituents by PERMANENTLY removing the tolls from the bridge. It's been neglected for years and is only just now getting refurbished.

The toll should have never been removed.
And WTF is the point of that bridge built across the river in St. Francisville?

There are two major cities in LA that do not have a "loop". BR and Lafayette. Their legislative personnel, when the Federal Government had money, could not get their stuff together in the 1970s, unlike Lake Charles. When they decided what they wanted, the Federal Government told both cities, "Too late." That is why there is no loop around Lafayette or Baton Rouge now.

Umm...New Orleans doesn't have a loop either unless you count 610

While not a technical loop, it serves the purpose of one. Imagine how shitty traffic would be if 610 didn't exist. You'd have an average of almost 100k extra vehicles per day using I10 through the city.

This, mostly because the interstate doesn't really go through or near downtown. What Lafayette needs is Highway 90 upgraded to be an interstate. with possibly a south western bypass for those people travelling between Houston and Broussard and points further southeast.

This is commonly referred to as Public-Private Partnerships. Very effective way of getting high dollor projects built. Yesy, there are large investor groups that do this and the end product is usually much better quality as the private groups put higher demands on the contractor's work. The only problem is that the groups must be able to believe that their investment will return a profit.

My opinion is that all they hear out of La is the whiners and backwards dumbasses crying "I ain't payin' no toll!"

There will be no bridge or bypass or loop without some kind of funding beyond traditional Fed/State highway funds. The project, including roadway and bridge is easily over a billion dollars. Those kind of dollars are simply not available thru public funding sources.
