Ebola is only contagious after symptoms begin showing in the infected. The family of this particular doctor had left before he showed any signs or symptoms, and CDC has them on a 21 day "Fever Watch" for any symptoms they may start showing. The incubation period is anywhere from 3 days to 3 weeks, so they're monitoring it very closely.

What makes ebola less dangerous than say the bubonic plague is that during that incubation period, the victim isn't contagious. The more dangerous infections like the Spanish Flu, small pox, and bubonic plague are all contagious during the incubation period, which is long enough for people to travel far and infect many other people before even showing the slightest signs or symptoms. Add in the fact that ebola is not airborn and you have an incredibly virulent disease that will never be more than a dangerous regional threat, but logistically cannot be a pandemic unless it were spread on purpose.
