No, because before the injury he was being projected as a starting left tackle in the NFL. If his leg isn't ruined he'd be a good project to groom for RT (replace Streif down the road), maybe more.

Exactly. The guy has talent. You literally have nothing to lose by giving him a tryout. If he doesn't pan out, you cut him after paying him barely more than nothing. If he does pan out, you get a steal on a potential starter. Let's face it. Cleveland is not exactly known for their wise personnel decisions. There could be something in him they missed.
