In any case, Rangers will be back after this season

They're dead.

And the tribute act won't win the Championship. And even if they make it up through the playoff, they won't compete with Celtic for about a decade. And in that time, Aberdeen and Dundee United will solidify their places.

So you won't have to bitch about Motherwell anymore.

Motherwell's been competing in Europe since well before Rangers died. Their shittiness in Europe has made it so that Celtic would have to make the round of 16 for 10 straight seasons for the Scottish coefficient to rise.

a. teams should be able to punt/forfeit if they so desire. any punishment should come from within the team itself

Wrong. European competition directly affects the domestic league's coefficient.

b. why would that behavior spill into a different set of competition under a different authority? if UEFA wants to ban them from that particular competition for a set period of time, then fine, that's both logical and follows the authority of governance

I'm not saying UEFA should fine them and deduct points for forfeiture, I'm saying the SPFL (or insert domestic league here) should, because their forfeiture negatively impacts the domestic league.
