Yep. Bobby Jindal was the perfect governor to do this as he has quite a shite ton of political muscle consolidated for himself in this state and always goes for the throat against his enemies. He's basically a republican version of Huey Long.

he could have got in done in his first term but now he would probably hurt the project. hopefully the next gov will throw his/her weight behind the project.
