Sarah is the current Canary, but the showrunners have stated that what we are seeing is the origin of the Black Canary, and have strongly hinted that Laurel will eventually take up the mantel as the true Black Canary that we know from the comics. Now that can happen this season, next season, or they may change their mind and it not happen at all. But I think that was their plan from the beginning of the show.

FYI, the original Black Canary was a villain in the Johnny Thunder stories. She converted from thief to heroine.
