Okay, let's get to the heart of the matter (this is actually more germane to the discussion). The company commander (captain or first lieutenant) is very inexperienced (at best). They defer to the judgement of their battalion commander who defers to JAG. The JAG is probably an AGR (maybe TPU) with many other pressing issues to address (UCMJ, etc). So they choose the path of least resistance, cite the regulation and lose an opportunity to interact with their community.
My only issue with this is the company commander and battalion commander need to take into account they are representatives of the community. Any positive opportunity to interactive should be undertaken (resource dependent). From a resource standpoint, this was as simple as the fuel for a HMMWV series vehicle and the pay for two Soldiers for four hours (one UTA). Positive outcome is potential membership inquiries into the Army National Guard (a community based organization).
My recommendation? Support the event.
But they were not wrong not to.
