Why do we Americans assume that every other justice system in the world would provide a tougher going than the US?

Westerners don't typically do much hard time in 3rd-world jails (there are exceptions). Joran Van Der Sloot is married with a kid on the way in Peru or wherever the frick. Oscar Pistoris would already be sitting next to Scott Peterson on death row if he were in most jurisdictions in the US.

I never said this. I just think that if the kids were molested in Kenya, then it's up to the Kenyan government to prosecute.

Upendo or whatever it is called should be put out of business immediately for letting the kid stay in the same place as the kids.

The idea is two-fold. One, the government has an interest in prosecuting crimes committed on their soil. Two, it's easier to gather evidence, call witnesses, etc.
