You're not going to find the type of place you want within walking distance of the Quarter. As others have said, get on the streetcar and go to Mid-City.
Best places to watch are at Finn McCool's, Mid City Yacht Club or Wit's Inn, all of which are right off the streetcar route on Canal. All three offer food, cheap drinks and a good atmosphere.
