Can you buy Jordans with food stamp cards and section 8 vouchers? no.
If they are getting cash then you could replace the cash welfare program with unrestricted tax credits. They could sell these tax credits to anyone. Footlocker would probably start to accept tax credits at some sort of exchange rate. (~92 cents on the dollar)
