It is. And this committee only met to form other committees and wrote a report that will require other reports to be written. It's a university.

It's whites plus Asian. Blacks and Mexicans have the 'striving' grade. Think of it as 'extra credit.'

You need to brush up on the term "disparate impact."

If enough minorities fail a test, then the test itself is "racist" and is thrown out. In other words, it is dumbed down.

There was a Supreme Court decision on this a few years ago.

It is a conclusion that the OP draws indirectly. Basically, the document in question - to the rightie - is a bunch of liberal garbage so it entitles small minded right wing bloggers to draw whatever conclusions they like from it. It doesn't have to actually say what they say it says - because they just have to point to the text and say 'See? Its LIBRUL! You know what they mean! You're an idiot if you don't agree!"
