3 and out is the absolute plan for most of the The Top 300. The new NFL rookie scale was the final business straw. They'll be exceptions but this trend will just continue to increase.
The great college basketball recruits want to be 1 and out.

This looks like it might be encouraging as far as helping these underclassmen understand that just because you can, doesn't mean you "Can".
Good article that shows staggering numbers:
Underclassmen to NFL
So, 37 out of 107 underclassmen were not selected in the draft. They may have been picked up later, but that is basically 35% of all underclassmen, that were not drafted. Those are big numbers...
Lets just hope this advisory council actually cares about these kids and don't increase these numbers to try and make themselves some money off the young players dreams.
