Doubt very seriously it was worth 33K. You would never recoup the difference before you would have to replace the panels.

No they had lots of tax incentives etc to buy them, I think they have either been phased out or are being phased out
I still don't think the hassle of owning them is worth it, much less how ugly they are.

State and feds picked up the first $30k, and she just had to come up with the remaining 3k to get them
