Latham says me the increase in new students has created overcrowding, forced her to hire more staff, and has impacted state testing scores and drop-out numbers.
What? I thought these kids were the " best and brightest " that Obama accused mean conservatives of trying to keep out?

Don't know where you get that from. Nonetheless, If a kid has never had an education, never attended school then you can see why they are not "literate in any language". That doesn't mean they have no potential.
