The chromecast doesn't stream through either technically, that's why it has to recognize your router. Whatever you use to connect it allows it to "control" the Chromecast and be a "remote." THe signal is coming directly from the internet to the router to the Chromecast. Not from the internet to the computer to the router to the Chromecast.

Quality should be identical no matter if you connect from the phone or the PC.
