He's right in that it is a problem.
I'd say the cop killing is more a problem of the pervasive "frick the police!" sentiment in the black community.
Also, IIRC, this is the case where the cop killer's wife or mother is bitching about all the sympathy for the slain officer and how no one is thinking about their loss.

To be fair, this sentiment is growing among all racial and economic groups.

I think this problem goes hand-in-hand with the single parent household issue.
