It seemed like the numbers were a little "too good to be true". There were various studies (albeit ones done by St. George opposition) that showed that the money taken in would not come close to equaling what would be needed without additional taxes on St. George residents.

This is an area that's completely misunderstood. The government model they're using is like central. No grandiose government buildings, no huge payroll of layabouts, just a few people in charge of negotiating contacts for city services. You don't buy a fleet of dpw trucks, just pay for the service contract.
It's a foreign idea here because we're not accustomed to efficient government. It's working fine for Central, other than having to expand their burgeoning schools, and they don't have near the money we have in St George. It's not as shaky as Russian tries to scare you into thinking.
