No. Kurdish Iraq has been semi-autonomous even back to Hussein's days, and by the standards of that part of the world run things fairly well. It's a wonder why they haven't done something like this a long time ago.

Kurdish people are spread across 3 countries: Iraq, turkey and Iran. They are land locked so anything they do would need support from the other nations. Kurdish rebels have been fighting against turkey for years. After the invasion, the USA didn't support dividing the country up because we would have lost turkey support in other areas.
