Unless the demographics change, Baton Rouge will ALWAYS be full of bad students. There's nothing government, teachers, or school districts can do to change that.

Yes, demographics between BR and Austin are completely different, but in my view schools played a small part in Austin's growth except for UT. LSU will never compete with UT. It will never have the money that UT does to attract the academia or the top students.
