Tax code sure, but schools no, not a big part. People that moved to Austin to create the burgeoning city for the most part were young and single. BR will never be Austin regardless of how many ISDs it has.

Unless the demographics change, Baton Rouge will ALWAYS be full of bad students. There's nothing government, teachers, or school districts can do to change that.

You need to account for thousands that left EBR or passed up EBR to live in Ascension or Livingston.
