College coaches tend to be a little more technically sound/skilled than high school coaches, and a kid like Moses gets lots of one on one time. Sure you compete but they can teach you odds and ins of a position most high school coaches do not know or really have time to share.
And I would imagine he doesn't have to pay the registration fees.

He does. Would be a NCAA violation if he did not. But his dad is an attorney around BR, so they can handle the costs.
