Let's break it down. The RT score is just a percentage of critics that rated the movie positively. That said, there are varying degrees of positive reviews, ranging from "it's good" (what you said) to "OMGBBQGOAT". Say a movie came out and every single critic who reviewed it gave it a 7/10. 7/10 is a decent score, not the best but none the less decent. That means it would get a positive score from said critics. So it's average score would be a 7/10. However, RT would reflect this as a 100% score. That doesn't mean it's a amazing film but that 100% of the critics liked it. So saying that a movie having a 91 on RT, should be a 70 on RT doesn't make sense. You could very well be talking about people that thought it was just decent shouldn't like it anymore. I think you mean to say that you'd rate it as a 7-8/10 versus a 9.1/10
Overall I really enjoyed the film it's probably my second favorite film of the year tied with Xmen but a ways back from Captain America. That said I think Andy Serkis and the guy who played Koba did an amazing job.
