Right, my point is why don't they track more bad guys? If they have the ability and they also have the approval to do so, why doesn't everyone who goes into Azkaban get a tracker placed on them? Yes it would have sucked for Sirius, but then again Bellatrix never would've been able to escape and kill him

I think you're overlooking the primary reason that the magical world was in the mess that it was in. Their government was corrupt as shite. Imagine for a moment that you are in the order and you hear a rumor that the ministry is pushing through a law that allows them to track anybody they want (all in the name of stopping Voldemort of course). Is your first thought going to be that they will use it for it's intended purpose or that they will abuse the shite out of it at best, or even worse use it to track down people who are working against Voldemort?
Considering that they had people like Fudge (who abused his powers to try to take out Dumbledore) and Umbridge (no explanation needed) in power I think a law like that would be heavily opposed by anybody with a functioning brain.
