The obvious compromise is to designate certain areas of a park to allow smoking.

The smoking lobby isn't interesting compromise, though, and it means 20 years from now tobacco will basically be non-existent in public.

How much smoke does there have to be to notice it in a park?

it worked well for them in the 80s/90s but its going to mean that smoking just goes away in NA. Developing countries are already getting on board with this. While I saw a ton of smokers when I was in africa, smoking indoors was banned in both zambia and south africa. They even banned it on the patio at a bar I went to in Lusaka. Craziness
