Because in Europe kids are put into tennis academies from the age of 6. They play tennis 9 hours a day. Bolleterri is extremely expensive and I have heard that most of the US kids try to do home school and train with local pros. The problem is the local pro isnt that good.

Tennis is the only sport in the US where there is a major academy system and college is basically an afterthought. If anything it's more like the European system than other sports. The US men are weak simply because the popularity of the sport has fallen precipitously at the same time that it has become more popular everywhere else.
