It depends a lot on age, income, interests, etc.
Seattle is a cool place to live, but the weather really is just that bad. Give me Chicago weather (where I live now) over Seattle weather (where I lived for three years) every day of the week and twice on Sunday. At least it gets hot and summery in Chicago.
I'd live in Chicago, NYC, and San Francisco and visit Phoenix, New Orleans, and Portland.
