Low performers benefit far more from a good teacher than high performers. It's pretty simple.

No, it's the exact opposite. The expertise is in conveying content. Low performers cannot receive as much content because they are stupid.

Time for an illustration:

You are a HS principal. You have 2 English teachers. Mrs. Jones has a Masters in Lit graduating with honors from Vanderbilt. Her particular specialty is Elizabethan authors.

Mrs. Smith was a C- student at U.L.-Lafayette and speaks with a very limited vocabulary.

If you put Mrs. Jones in charge of the slower class she will never get to Shakespeare...or any literature. She'll spend the year trying to teach the students to read "See spot run" "Jane likes to swim" and "I got a new bike."

If you put Mrs. Smith in the upper level class they will never get to Shakespeare because Mrs. Smith thinks it's a company that makes fishing rods.

The most learning takes place when the brightest teachers are in the brightest classes and the idiot teachers teach the young idiots.
