These are lands held by the people and admin by elected officials.
They are not private prop.

Because hunters actually pay for the land through taxes on guns, ammunition, and licensing fees.
From the FWS website:

You really are confused.
Seems logical that citizens would want access to federal land. After all, it is owned by the people.
