Genius, they aren't getting pregnant so abortions and births went down.

We have such low expectations for poor people, to the point where we need fricking government to spoon feed birth control that is widely free anyway.
This is simply exchanging one form of dependency for another.
If you are truly concerned about welfare use, then reform that program. Don't use dependency to fight dependency. That's craziness
