ETA: I just realized you were talking about Highland and Boyd. Yeah people are idiots and sit at that stop sign trying to turn left when there's a huge sign saying not to.
This is about people taking a left at Burbank and Boyd:
I agree that the intersection needed improvement. But what it needed was a left turn lane in both directions with a designated green arrow light.
That road gets so much traffic and sometimes backs up all the way between Highland and Nicholson. Imagine how bad it will be when the light is a blinking red. Even if people can't turn left, the volume on that small road is too high to be a blinking red.

This was the basis of my first argumentative essay in English 1002 in the Fall of 2002. Happy to see such a quick response to an easily alleviated problem.
