At the state level, projects that haven't started construction are put on hold if funding hasn't been previously authorized.

OK that makes sense (as much as any government action does).

So if the project is in construction will it continue or be shut down like we FedGov employees were back in October? (Hopefully not the latter, otherwise every contractor and its subs will be filing delay claims.)
