Just gravel, or whatever cheap aggregate you can get your hands on. I'd try to find people giving away small amounts cheap as leftovers from projects. Mix whatever types of rocks you can get your hand on. I wouldn't bother with a concrete border. If you must, I'd use landscape timbers or something cheap. If all you are doing is pulling boats and trailers into it, the gravel won't spread out too far from the cover. Just apply copious amounts of roundup around the area so you don't have to weed-eat in the gravel.
I'm a cheap fricker though, and don't have any inspectors at my house. Some folks have a wife particular about these things.
