That's right Wolfhound, Mexico is not under SOUTHCOM, however, the Central American countries are. Those countries that the latest border controversy involves. Thus my suggestion as to what the rest of the article stated and its importance. It isn't the headline.

Just trying to keep this issue properly framed. It is a second order effect they are attempting to achieve. Start with Guatemala and Belize if you truly believe it will make an impact. However, we have been doing these types of missions for my entire military career (over thirty years). Simply pouring money into a corrupt society (e.g. Afghanistan or Central America) is not going to produce the desired outcome. They feed off of graft like that.
