I agree that the second half was not nearly as bad as the first half, but the first half was Chernobyl bad. Just look at how people dressed in movies like "Encino Man" and PCU. Look at "Grunge" styles.
Late 90s, early 2000s (i.e. 1998-2004) was practically the peak of "hotness" in America. Women wore the skimpiest outfits on average than at any time. The "hotness" was fading, but still lasted until about 2007/2008 when norts and giant t-shirts buried it for good. I actually liked some of the pop rock music from that time like Better than Ezra, Sugarcult, Sum 41, Blink 182, Greenday, ect.
