Indeed he did. I have two friends from high school that were falsly accused when neither had even had sex with the girls. One was thankfully never reported to police, but it absolutely ruined his social life at school. The other one had to go to court and despite being completely innocent, the judge made him do community service despite there being literally not a shred of evidence, PLUS the girl had been a police plant on a sting operation trying to catch guys for statutory and contributing to the delinquency of a minor. He did neither, and still was prosecuted.

That's all very sad, but it's pretty irrelevant to what George Will said. He claimed that women who report being raped are conferred "privileges" without naming what those privileges are. He also said that being a woman who reports being raped is a "coveted position", without explaining why any woman would ever want to covet such a position.
edited to correct "special privileges" to "privileges".
