Are Chief 1 and 2 close? If so then going to him preemptively could be bad if he tells #2 and he's offended by it. If not, then that's probably your best bet as long as you phrase it the right way, eg, "with the changes going on I just wanted to say that I think we work well together and if there's any change up..."
