threatening to taser someone who is trying to cooperate is not procedure. nothing about sam's behavior during his arrest was anything but polite and cooperative. you don't threaten to use force against someone that is not resisting, threatening, or using force themselves. that's where the trooper crossed the line. sam did everything he was asked to do from the minute the trooper told him to shut off his engine and put his hands out of the window. even that was over the line. driving 30 mph over the speed limit does not, by itself, give the officer reasonable suspicion to think he is dangerous and deserving of the treatment he received. then, he went out of his way to try to find a non-existent radar detector as well as going out of his way to say sam's taillights weren't legal. the other officer that came to the scene late in the video seemed to have no idea what the arresting officer was talking about either.

all in all, i think sam was nicer and more respectful throughout the entire arrest than about anyone i've seen. i mean he went out of his way to be friendly like he wasn't even being arrested.
