I don't think there's any format change that will do this. People grow up, get married, get real jobs and they don't want to do it anymore. There's not really much they can do.
EtA: On a related note The Mark Long said he was unretiring on a Grantland podcast a month ago so that's at least one very old guard member back.

As for Mark, I feel if he comes back again, he has a decent shot "recruiting" other old vets to come back with him
