Yes the board fricked up, but they have no choice but to disqualify her.
Its not like Miss America isn't going to check her birthdate and rule she is too old. Atleast this way Delware has a representative.

Obviously "the board" was an old man that got a BJ from a beauty queen and fudged the paperwork. He held up to his end of the deal and so did she.
