I think that the company policies are what they are and they'll laugh you out of the building if you ask to be compensated for vacation time that they don't offer. I know I would.

My company wouldn't. In fact, I don't want my next raise to be monetary. I want another week vacation.
More time off is a happier and more productive worker.

My wife went from a company that had 4 weeks to one that offered 3. She told them she wanted to keep her extra week and they said OK. She had nothing to lose besides them telling her no, which they didnt.
