The root problem is that our schools rely on student participation to be effective which used to come from parents giving a damn. There are just too many broken homes thanks to our public assistance system that has made broken homes an economically viable family model. Without addressing the much bigger social issue of broken homes, there really isn't much that can be done that won't be a bandaid.
That being said, one of the bigger problems with how we educate is the one size fits all college prep model. If you gave students paths that made more sense to them and helped them focus on things that interest them, they might actually care enough to take advantage of their educational opportunities.
