I'm not relating this to a crime. I just want to know if you believe they deliberately lied to the public.

If we're talking about Susan Rice on the talk shows right after- I don't know. I don't know that they knew it was pre-planned and deliberately told the lie about the tape. I think there was some uncertainty and the theory of a spontaneous protest emanating from the tape absolved them from some responsibility so they were more than happy to run with that explanation.
