Debatable in the sense that the following motorist rear ended her. If he had enough time to react and or was not following at a safe distance then his actions could be a superceding cause.

If she had time to park and get out. How can you possibly say the motorcycle was following too close?

How about the car stopped in the left lane, no matter for how long. I'm not saying she's 100% at fault but if she doesn't leave a parked car on the highway, this doesn't happen.
